Project Description

Brief Description

Neste Oil’s Porvoo refinery in Finland is a modern, highly advanced facility, with an annual crude oil refining capacity of approximately 9.8 million t/a (206,000 bpd).

Every four years the facility undergoes a major shut-down which allows for the installation of new processes and upgrading of existing mechanical and electrical services on site. The 2015 shut-down was the biggest turnaround in the refinery’s history, with over 4,000 personnel on site. There was a 7-week pre-shut-down activity period, followed by an intensive four-week timeframe when all refinery operations were shut-down to facilitate the necessary work.

Kirby was awarded the contract to upgrade all instrumentation systems associated with an automation renewal programme for two process trains on site. In addition to the cable and containment installation, significant preparatory work was required to fully assemble instrument housings for installation and subsequent termination during the shut-down period. There was also significant glanding and termination work required within the DCS panels, which preceded hot loop checking of all field instruments by Kirby, working in cooperation with Neste Oil personnel. The fabrication and installation of all stainless steel instrument tubing was also undertaken by Kirby.

Kirby was specifically chosen by NesteJacobs for this crucial element of work, based on our track record working for clients such as ENI, Shell and Victrex.

Overcoming Challenges

The nature of shut-down activity, and the large-scale nature of this particular shut-down, necessitated considerable preparatory work with regard to logistics and personnel management. This included country-specific taxation and employment compliance and coordination with Neste Oil personnel. All Kirby operations are characterised by methodical planning, implementation of proven systems, and the proactive approach of Kirby personnel. Kirby confidently met all compliance requirements for this project.
